Friend of mine and former coworker in DOD was part of the early development of Loon. We did some development of portable communications cells in support of FEMA after Katrina. For that, we deployed some ground based “portable cell towers” and then moved to tethered balloons based on aerostat tech.

I lost touch with him but suspect LEO sats a la Starlink were the death knell. Loon is pretty manpower intensive to operate and LEO promises stable and persistent high bandwidth internet and a not unreasonable cost, especially if you own the launch vehicles as well.
