Maryland safety inspections are ONCE, each time a vehicle is sold. That's it. It's useless and nothing more than a cash-grab.
There are 2 kinds of vehiclular traffic in this state- The well-to-do and the econo-shitboxes of the working poor. We have the same shady cars with no brake lights, bald tires and chattering wiper blades as you do.
Even more fun, as stated earlier in this thread, the working poor use the Historic tag as a loophole around the safety inspection by registering their '91 Civic as "Historic" and driving it to work everyday (which is against the rules).
Funny story- Florida completely eliminated safety inspections, putting the onus on the state police to enforce safety violations by issuing "repair orders."
