Google Translate App

I use the Google translate app on my phone probably more than texting or making phone calls.
Problem is the version of the app on my cheapo phone requires me to actually type in the text (like cave men did?) but the same app on my tablet just translates the words in front of your eyes kind of like magic, it's kind of freaky but it works, and without an internet connection, which is key for me.
I've been looking at the Galaxy V plus phones, mainly because they are under 100 bucks but I can't work out if the Google translate app will work on that phone like it does on my more expensive tablet.
I've googled all my google fuu will do. Work will not pay for a phone, $100 to make my work easier is small fry when I look at the frustration levels this will save me at work.
Any ideas on how to work this simple little problem out?

I have an old Galaxy S4 and it worked that way when I visited Italy.

Thanks Ajax. I think even the older S4's have more computing power that the El-chepo V plus that I'm looking at.
Don't understand why I cant find a "your phone has have these thingys for this feature to work" site.
Maybe I'm just an idiot and don't deserve to have a photo friendly translator in my pocket for under a hundred bucks.

Bought the Vplus phone because the battery in my phone let me down and the alarm clock didn't work, my body clock and the sound of bowthrusters got me to work on time that day but sometimes I need to be a work before the bowthrusters kick in.
Slightly larger screen (for typing in Italian) and camera flash actually make the upgrade worth the under $100, so all is well.
