Several years ago, we went to an all inclusive Golf and Spa resort (Moon Palace) about 12 miles south of Cancun. Couple of beach cats and small dinghies plus windsurfers free to use and the ubiquitous rental jet skis. Off site to scuba (leaving from their dock), a fairly commercialized cenote trip and zip line facility, Mangrove tours near Cancun on small "speedboats" in a guided fashion, Mayan ruins, etc. Gold cart shuttles ran regularly around the facility. On site security was obvious but no oppressive. You didn't feel like you were in a guarded compound. Pretty decent food for an all inclusive place. OK cell connection, etc. Some "kid events" nightly and the bartenders seemed pretty attuned to keeping kid drinks alcohol free. Tipping the staff was heavily discouraged by management. With beaches and 2 teenagers at the time, we did slip the housekeeper a bit when no one was around but it was hard to take care of a waiter or waitress. As always, any offsite excursions were extra cost. as I recall, booking them as part of the package was cheaper by a good margin than signing up onsite but that may have changed. We had a tropical system threaten the area during our trip that gave us a couple of cloudy days. The beach had a fair amount of seaweed that blew ashore and not a huge effort on the resort side to clean it up but to be fair, this was during a flu scare so the place was only about 30% occupied.
Looks like Moon Palace is about 20 miles closer to Cancun than the place Keith stayed but appears to be a similar setup. It has been 10 years or so since we went so I'd seek current reviews of the place to see how it has aged since we were there.
Friends have a time share near Puerto Vallarta that they visit annually (they are there now) but from the sounds, it's more adult oriented than what it sounds like you are looking for but suspect you could find an all inclusive place near there as well if you prefer the Pacific side.
